In order to implement the relevant requirements of the "Opinions of State Grid Corporation of China on Further Strengthening Tendering and Procurement Management" (State Grid Material [2024] No. 704), further strengthen the penetrating management of bidding and procurement of provincial companies, effectively prevent potential procurement risks, and in accordance with the "Notice on Expanding the Scope of Joint Procurement in the Second Level Regions of the Company", we are now organizing regional joint procurement work and formulating this plan.

1、 Overall idea

According to the principle of "unified organization, regional cooperation, classified concentration, and regular rotation", the headquarters will organize regional joint procurement with provincial companies located in close proximity. Each unit within the region will designate one unit for centralized procurement of materials of the same category, and the implementing units for centralized procurement of each category will rotate according to the procurement batch. Each unit within the region shall implement the results of regional joint procurement and include the category of materials in the regional joint procurement. Each unit shall no longer organize procurement.

2、 Scope of Regional Joint Procurement

The scope of joint procurement in this region includes 7 categories: 10kV power cables and accessories, low-voltage power cables and accessories, overhead insulated wires, complete sets of 10kV pole mounted transformer equipment, 10kV transformers, primary and secondary fusion complete sets of pole mounted circuit breakers, and primary and secondary fusion into ring cage, totaling 1642 items of materials. To support the joint procurement work of distribution network areas, the State Grid Material Department has deepened the analysis of the universality of distribution network materials and, based on the principle of appropriate technical redundancy, sorted and compiled a unified and universal list of distribution network material joint procurement materials and fixed IDs for the entire network, and issued it to each provincial company to meet the requirements of the agreement inventory procurement mode.
